Description.  Only check for clocked in employees for task assignment

Property Determination. This controls when you can assign tasks to employees.  If you do not want a task to be assigned to an employee who is not on the clock (clocked in) set to Y.  If you want the ability to assign a task to an employee at anytime (regardless if the employee is checked in or not) set to N.
